Take a look at the state's top earners
Top overall earners mainly come from the Public Employees Retirement department.
Top overall overtime pay comes from Correctional and Mental Health departments.
There must be only one staff psychiatrist at San Quentin because this chick hauled in close to $400K in 2007. As a RN in the prison system, you seem to be compensated really well.
This proves not all high paying jobs are in the corporate/private sector.
